Woodrow Wilson Bridge Replacement - GEC

RK&K, as part of a joint venture, is serving as general engineering consultant (GEC) for this $2.4-billion, 7-mile long project consisting of the replacement of the existing 1-mile-long, six-lane bridge on the Capital Beltway (I-495) over the Potomac River with a new 12-lane structure. This major undertaking also involves reconstruction of four adjacent interchanges, two in Maryland (I-295 and MD 210) and two in Virginia (Route 1 and Telegraph Road); community relations and involvement; environmental assessments and permitting; intelligent transportation system technology; maintenance of traffic; congestion management; value engineering; partnering; construction management; construction inspection; and materials testing. The bridge’s location in a heavily developed metropolitan area rich in parks and natural areas requires the project team to deliver its services in harmony with local environmental, traffic, aesthetic, historic, and socioeconomic features and with sensitivity to public issues.
GEC construction-phase responsibilities include providing full construction management (CM) and construction engineering and inspection (CEI) services for the entire $2.4-billion project. CM/CEI services include formal partnering on all major construction contracts, document control including changes/claims, environmental mitigation and monitoring, schedule management, financial management, ITS/CMS and traffic management, geotechnical engineering, community and public affairs, secondary shop drawing reviews, area engineering, resident engineering, technical QA/QC inspections, on-site material/lab testing, as-builts, red-line revisions, and contract close-out. On average, 600 construction workers are assigned daily. The project involves over 40 separate construction contracts. The GEC has approximately 150 personnel on site including approximately 100 inspectors. (RK&K currently has 48.
