MARC Service Extension to Frederick

Photo05Over the course of a decade, RK&K provided planning, final design, community outreach, environmental and construction support services to the Maryland Transit Administration (MTA) for the $56-million Maryland Commuter Rail (MARC) Service Extension to Frederick project. As prime consultant to MTA, RK&K's responsibilities included coordinating the design of the subconsultants, obtaining permits and approvals from both public and private agencies, project management, schedules, budget control, quality assurance, trackwork, utility, grading, drainage, lighting and structural design services along the 3.4 miles of the Frederick Branch, at the Downtown Frederick Station, the MD 355 Suburban Station, and at the Overnight Storage Yard.

Initially funded through the Intermodal Surface Transportation Enhancement Act (ISTEA) of 1992, the project consisted of an approximately 13-mile extension (or spur) of MARC service from Point of Rocks to Frederick. From Point of Rocks, inbound MARC trains follow CSX tracks to Washington Union Station. To achieve the passenger rail service start-up, MTA conducted planning (ridership, station site selection, NEPA coordination and preliminary design); design (civil/site, track, signals, stations and structures); and construction.

The project has received the Outstanding Large Project Award for 2002 from the American Society of Civil Engineers, Maryland Section as well as the Merit Award in Category 8: Intermodal Transportation Facilities from the Federal Highway Administration's Excellence in Highway Design - 2002 Biennial Awards.
